Plano Fire-Rescue is comprised of 5 divisions: Administration, Operations, Fire Prevention, EMS/Training, and  Resources. Each of these Divisions are discussed in detail below.

Administration

photo of Hugo EsparzaHeaded by Fire Chief Hugo Esparza, the responsibilities of the Administration Division include preparation of the annual budget, monitoring and accounting for Department expenditures, preparation of City Council agenda items, maintenance of Department response statistical data, coordination of the City of Plano Emergency Management planning activities, and records administration.



 


 


Operations

photo of Alan StorckThe Operations Division is headed by Assistant Chief Alan Storck. The responsibility of the Operations Division is to utilize the Department's personnel and apparatus to deliver a wide variety of both emergency and non-emergency services. Emergency services provided by the Plano Fire Department include fire suppression, advanced life support medical treatment and transportation, specialized rescue operations, hazardous materials incident mitigation, and response to weather-related emergencies. Primary non-emergency services include fire prevention inspections and public fire safety education programs. 

We deliver these services 24 hours a day, 365 days a year, with the goal of responding promptly with adequate personnel who are trained and equipped to handle the emergency situation.  The number of resources within the Department, the training and preparation of field personnel, and the deployment of those resources are important to our mission and are included in our annual planning to insure our ability to meet both response and quality of service goals. 



Fire Prevention

photo of David KerrThe Fire Prevention Division, headed by Fire Marshal David Kerr, encompasses the areas of Enforcement and Engineering. Fire code enforcement responsibilities are shared between the Fire Prevention and Operation Divisions. To provide fire safe facilities, the in-service Fire Company Inspection Program ensures that each business in Plano is inspected on a regular basis by district fire companies. Technical support for these inspections is provided as necessary by the Fire Prevention Division which performs most other enforcement functions. 

Enforcement activities include issuing permits, counseling juvenile fire setters, fire investigations, conducting target hazard inspections in selected occupancies, and providing training to Operations Division personnel on fire inspections, investigations and fire protection systems.  While each fire officer is trained in fire origin and cause investigations, the Fire Prevention Division members are certified to conduct complex investigations, including the filing of arson charges when criminal acts have been committed and providing expert courtroom testimony.

Fire protection engineering is a key responsibility of the Fire Prevention Division and links the Fire Department to the developing community.  Several services are available to builders and developers including plan review, environmental site assessments, permits, and new and existing life safety systems inspections.  Members of the Fire Prevention Division are involved in the development of national, state, and local codes and ordinances which will ensure that fire-safe facilities will be built and maintained for years to come.

EMS/Training

photo of Jim DickersonThe EMS/Training division headed by Assistant Chief Jim Dickerson, has the responsibility to ensure the delivery of  Emergency Medical Services to all residents of, and visitors to the City of Plano 24 hours a day, 365 days a year. These services range from Basic First Aid to Advanced Cardiac and Trauma Life Support.  Additionally, the Training Division staffs and administers  a comprehensive training and education program to meet all state and national standards for fire suppression and EMS personnel.

The Division is committed to minimizing threats to safety, and to the quality of life through education, effective response, treatment, and transportation, continuity of care and recovery activities.

Resources

Assistant Chief Dan Thompson
is responsible for the Resource Division which consists of three sections: Personnel, Support Services , and Public Education.  The Personnel Section is responsible for all personnel related administrative activities including civil service administration, payroll, workers compensation coordination, and record retention.  Our Personnel Section is responsible for the recruitment and hiring of new firefighters as well as the coordination of proper honors for those firefighters who retire and leave the Department. Great effort is made to select, hire, and retain highly motivated and qualified personnel to ensure the best possible delivery of emergency services to the Citizens.

Our Public Education office coordinates the delivery of fire and life safety education and information to help protect and enhance the quality of life for citizens in Plano.  Public Education is the department’s major vehicle for increasing community awareness and the Department's visibility within the community through fire and life safety education programs/classes, public CPR classes, Citizens Fire Academies, and our direct participation in community events.  Our Public Education officers also serve as our liaison to local media in their role as Public Information Officers for the department.

The Plano Fire Department Support Services Section is responsible the acquisition and maintenance of all Fire Department facilities, apparatus and equipment.  The Division conducts research and evaluates products, develops specifications, coordinates the purchasing and acceptance of new apparatus and equipment.  Support Services also works closely with other City of Plano Departments to design and construct new buildings, maintain the Department's existing facilities, and to coordinate the maintenance and repair of all Department apparatus.
