2010-2011 HUD Action Plan
The Neighborhood Services Division oversees the disbursement of two U.S. Department of Housing and Urban Development grant allocations; Community Development Block Grant (CDBG) funds and HOME Investment Partnership Program (HOME) funds. Additionally, the division is responsible for the Buffington Community Service Grant funds. Below you find further information about each grant. CDBG and HOME
Since 1985, the City of Plano has enjoyed being a recipient of CDBG funds. Additionally, in 2004 the City of Plano began receiving HOME funds. The City of Plano uses these funds to enhance Plano communities based on the goals adopted in the City’s Five Year Consolidated Plan . The City Council has indicated a desire to utilize CDBG funding primarily for housing and neighborhood related needs. HOME funds are used solely to create affordable housing for low-income individuals. The City of Plano Action Plan states how both funds will be spent each year.
The 2005-2009 Consolidated Plan goals are as follows:
1. Increase the supply of affordable single family housing for the City’s extremely, very low, ad low income households.
2. Increase the supply of affordable rental housing for the City’s extremely, very low, ad low income households.
3. Preserve existing affordable housing stock.
4. Expand the Continuum of housing and services for a variety of special needs populations including persons who are homeless and at risk of homelessness.
5. Provide funding to organizations that address the economic and social service needs of low income households.

Buffington Community Service Grant Funds
The City of Plano recognizes the need for community services within the City and allocates funding to help support local social service agencies. Each year, one dollar per citizen is put into the City of Plano budget for the Community Services Grant. The majority of the funds are granted to agencies providing emergency needs for Plano residents, such as food, shelter, and clothing. Non-profit 501(c)(3) agencies that work with Plano residents, and have been in operation at least a minimum of three years, are eligible to apply for funding .
